Quarley Parish Council Minutes - June 2005

Minutes of the Quarley Parish Council Meeting held on Tuesday 21st June 2005 in the Quarley Village Hall at 7.30pm.

WELCOME – Cllr Mrs Ferguson welcomed everyone to the meeting.

ELECTION OF CHAIRMAN AND VICE CHAIRMAN - It was proposed that Cllr Mrs Ferguson and Cllr Mr Marshall remain as Chairman and Vice Chairman. There were no other proposals. Cllr Mrs Ferguson was elected Chairman and Cllr Mr Marshall was elected Vice Chairman.

MINUTES OF THE PREVIOUS MEETING – Cllr Mrs Ferguson signed the minutes of the previous meeting as a true record. Matters arising from those minutes :-

VILLAGE HALL – Cllr Mrs Ferguson reported that she had received a letter from the Village Hall Trustees thanking the Parish Council for the £300. The money will be put to good use, the Village Hall have a long list of essentials and an even longer one of wishes!

It is intended to get the front guttering mended, the fire extinguishers have been brought up to date, there is oil in the tank to heat the hall, the drains have been dealt with and the Village Hall await the outcome of the second grant application to “Awards for All”.

SOUTH EAST ENGLAND REGIONAL ASSEMBLY – The Parish Council wrote to the South East Regional Assembly about the concerns raised at the March meeting regarding the proposed large scale development in the South East and the effect it would have on Hampshire.

NEIGHBOURHOOD WATCH – Cllr Mrs Ferguson had hoped that the Police would have attended this meeting so that the Village Neighbourhood Watch Scheme could have been discussed.

PLANNING.

TVN.02465/5 – Extension to existing detached garage to form additional living accommodation – Bridge Cottage, Quarley.
The Parish Council had NO OBJECTIONS to this Planning Application.

FINANCIAL REPORT - The Clerk produced a balance sheet showing the results for the year ending 31/3/2005 and the budget for the year ending 31/3/2006. The Clerk explained each item.

COUNCILLOR’S REPORTS

CLLR MRS J FERGUSON – Reported that the village road signs are in need of a good clean, several are so dirty they can not be read. The Clerk was asked to report this to Hampshire Highways.

CLLR MR W MARSHALL – Reported that in several places the edge of the highway in Skew Road is breaking up. The Clerk was asked to also report this to Hampshire Highways.

Extending the 30MPH speed limit further along Skew Road was discussed, the Parish Council will ask Hampshire County Council if they could look into extending the speed limit further down Skew Road so that all the houses are within the speed limit.

CLLR MR M VENABLES – Reported that he had received a complaint from a parishioner about the late finish and the noise from the Village barbeque. This was noted.

ROAD MARKERS – It has been brought to the Parish Councils attention that quite a few road markers have been installed on the grass verge when leaving the village towards Grateley. It was thought that these markers have been installed by the residents and it has been asked if they had permission. The Clerk was asked to contact Hampshire Highways on this matter.

MEMBER OF THE PUBLIC.

Mrs Venables asked if the Parish Council if they thought that Environmental Issues should be taken into account when discussing Planning Applications and would they support a Planning Application that made provision for an alternative power source e.g. wind power or solar panels?

This was discussed and it was felt that if the item was sympathetic to the dwelling and not obtrusive to the surrounding properties, then the Parish Council would be in favour.

It was thought that any proposed alternative power sources would be have to be covered by Building Regulations, Test Valley Borough Council have not given any guidance on this issue and it was thought that this has not been mentioned in the Borough Plan.
