Quarley Parish Council Minutes - June 2006

Minutes of the Annual Quarley Parish Council Meeting held on Tuesday 20th June 2006 in the Quarley Village Hall at 7.30pm.

WELCOME.
Cllr Mrs Ferguson welcomed everyone to the meeting.

ELECTION OF CHAIRMAN AND VICE CHAIRMAN
It was proposed that Cllr Mrs Ferguson remain chairman and Cllr Mr Marshall as Vice Chairman. All agreed and Cllr Mrs Ferguson was elected Chairman and Cllr Mr Marshall Vice Chairman.

CHAIRMAN’S REPORT.
Cllr Mrs Ferguson reported that due to her connections with the village, Cllr Lucinda Hill will be staying on the Parish Council until the elections in May 2007.

Cllr Mrs Ferguson spoke about the Projects undertaken and those in hand, these included :-

The Village Survey, Road Matters, Bus Shelter and Footpaths. Cllr Mrs Ferguson reported that she hoped to organise a working party to cut down some of the ivy growing on the trees in the village, a further working party will be organised later in the year to give the village a general tidy before the winter.

Cllr Mrs Ferguson thanked the Parish Councillors and the Clerk for all their support.

FINANCIAL REPORT.
The Clerk produced a Financial report showing the results for the year ending 31/3/2006 and the Budget for the year ending 31/3/2007. Each item was explained.

MINUTES OF THE PREVIOUS MEETING - Cllr Mrs Ferguson signed the minutes of the previous meeting as a true record. Matters arising from those minutes :-

LAINS SHOOTING SCHOOL - It was reported that Mr Kirby is still having discussions with the Test Valley Borough Council Planning Department regarding the Shooting School. There was no further news to report on this matter.

ROAD MATTERS - The Parish Council discussed the village roads it was felt that there has been an increase in traffic through the village as a result of the Monxton Traffic Calming scheme. Although not a problem at present it was decided to monitor the situation and speak of this matter again at the September meeting.

COUNCILLOR’S REPORTS
CLLR MRS TUBBS - Footpath No1 from the Drum to Amport is very overgrown and needs cutting to the Parish Boundary. Amport Parish have cut their part of this path. The Clerk was asked to get a quote to cut this path.

CLLR MRS J FERGUSON - Reported that while waiting for the bus residents of Quarley have been sitting on one of the War Memorial Chain Posts, to get a good view of the bus coming along the village road, this post has now become loose. This was discussed and it was agreed that a notice will be put in the Bus Shelter asking people not to sit on the War Memorial Chain Posts.

Cllr Mrs Ferguson reported that it has been brought to the Parish Councils attention that there is a noise problem concerning Quad Bikes being used until late in the evening on a property in Cholderton Road. The Parish Council discussed this and were not aware that there was a problem, on occasions Quad Bikes could be heard, the property concerned is in the Parish of Amport. It was suggested that the situation be monitored and if necessary a friendly word had with the owner.

VILLAGE QUESTIONNAIRE
The Village questionnaire was circulated to all the Quarley residents, the replies were collated and Mr Ferguson presented them to the Parish Council at the March Meeting. The results have been circulated to all the relevant groups : Village Hall Trustees, Village Fund Raising Group, Parochial Church Council and the Parish Council. The intention is for the Parish Council to address the outputs from each group at the September Meeting and a way forward decided.

The Parish Council discussed the table of questionnaire results compiled by Mr Ferguson and made their comments. The Parish Council thanked Mr Ferguson for all the time and effort he has put into this Village Questionnaire.
