Quarley Parish Council Minutes - November 2006Minutes of the Quarley Parish Council Meeting held on Wednesday 14th November 2006 in the Village Hall at 7.30pm.
WELCOME. MINUTES OF THE PREVIOUS MEETING. LAINS SHOOTING SCHOOL - Cllr Mrs Ferguson reported that she had attended the Amport Parish Council Meeting when the Planning Application for Lains Shooting School was discussed. Cllr Mrs Ferguson was disappointed that the letter Quarley Parish Council had written supporting this application was not read out, however Amport Parish Council decided not to Object and made the decision without outside influences. Cllr Mr Venables spoke about the shooting school and reported that he had recently spoken to Mr Kirby about the Planning Application. Mr Kirby thought that there had only been one objection and there was still a few days left for people to make their submissions to the Planning Department. Cllr Mr Arnell spoke about a similar Planning Application at Longparish regarding the Owls Shooting Ground. The decision the Planners make will set a president on planning applications of this type. SPEEDING TRAFFIC - The Police have been in the area carrying out speed checks. FOOTPATHS - The Clerk reported that he has not yet got a copy of the definitive Footpath Map to find out the exact route of footpath 1. NEIGHBOURHOOD WATCH - Cllr Mrs Ferguson reported that Quarley are in need of a Village Neighbourhood Watch co-ordinator. PRECEPT 2007/2008 AUDIT 2005/2006 PLANNING. VILLAGE SURVEY. At the March 2006 Parish Council meeting it was agreed that the questionnaire results should be circulated to all the relevant groups : Village Hall Trustees; Village Fund Raising Group; Parish Council and the Parochial Church Council. Each has put forward their comments. Many of the comments are views that the relevant groups should take note for future reference. Mr Ferguson has extracted the proposals which need Parish Council action. Mr Ferguson has also done the same for the Village Hall Trustees, the Parochial Parish Council and the Village Fund raising group. The Parish Council discussed the issues raised, the main one being the suggestion that the village has a Play Area. The high cost of insurance and ongoing maintenance is of concern. It is believed that grants would be available towards the cost of the equipment and are based on a percentage of the total cost. The village would have to find the remaining funding. The other problem and more relevant is finding a suitable site for a Play Area. Mr Ferguson in his report stated that the findings of the Village Survey have been sent to Test Valley Borough Council and advice on the way forward with funding is being sort from Greg Alexander. Mr Ferguson has suggested that a Village Meeting is held to address the results of the questionnaire and the way forward. The Parish Council all agreed that a Village Meeting was needed and that the Village Survey has brought up some interesting proposals. COUNTY COUNCILLOR MRS P WEST’S REPORT The Andover War Memorial Hospital is now providing more services and getting more surgery Consultants visiting from Winchester Hospital - Good news for Andover. Test Valley Community Services are working with Hampshire County Council and hope to improve the Hospital Transport between Andover and Winchester Hospitals. Cllr Mrs West spoke about the Hampshire Police Authority and reported that they are to stand alone and have introduced a new 101 telephone number for non emergency calls. Cllr Mrs West stated that she holds an open surgery on the third Saturday of every month in the Andover Guild Hall and all are welcome.
