Quarley Parish Council Minutes - March 2008

Minutes of the Quarley Parish Council Meeting held on Tuesday 18th March 2008 in the Village Hall at 7.30pm.

WELCOME. Cllr Mrs Ferguson welcomed everyone to the meeting.

DECLARATION OF INTEREST. There were no declarations of interest recorded.

MINUTES OF THE PREVIOUS MEETING - Cllr Mrs Ferguson signed the minutes of the previous meeting as a true record. Matters arising from those minutes :-

ROAD MATTERS - The Clerk reported that the Parish Council have been informed that Hampshire County Council have a new Highways contractor starting in April 2008, repairs to the rural areas will be one of the first jobs to be done. 

It was reported that some repairs have been carried out on Skew Lane and that Highways have been out to look at the problem and are aware that the road verges are breaking up. No work has yet been to clear the silt off the road at the sharp corner on the road from Quarley to Grateley. 

The problem of flooding under the A303 bridge still occurs after rainfall, although the Parish Council have made Highways aware of the problem there seems to have been little action taken to resolve the problem. The Clerk was asked to invite someone from Highways to the next meeting so that this can be discussed. 

YOUNG GUNS ACADEMY - Cllr Mr Venables reported that he had sent Mr Kirby an email pledging the Parish Councils support for the continuation of the Young Guns Academy and congratulating him for the success of the project in its first year. 

PLANNING.
The Clerk reported that he has received notification from Test Valley Borough Council that that the Planning Application for the erection of piers, wall and replacement gates - Long Mead House, Quarley has gone to appeal. 

There were no other Planning Applications to discuss. 

AFFORDABLE HOUSING.
The Parish Council discussed a presentation on Affordable Housing and felt that September may be a more suitable meeting to have a presentation. The problem in Quarley is there is no suitable land available for low cost housing. 

QUARLEY CHURCH
Cllr Mrs Ferguson reported that the Church Insurers have indicated that the new bells must be housed in a tower, this has quite significant financial implications and the P.C.C. would like to come to the next Parish Council Meeting to discuss this. It was noted that feelings in the village are split on the addition of a tower to the church. 

The Clerk was asked to put the presentation from the P.C.C. on the agenda for the next meeting. 

COUNCILLORS REPORTS 

CLLR MRS G TUBBS - Reported that the footpaths in Etwall are in bad need of repair. The Clerk was asked to report this to Test Valley Borough Council. 

CLLR MRS J FERGUSON  - Reported that the Village Hall will be applying for grants to refurbish the toilets and have asked if the Parish Council will commit to 12% (£250) of the cost. The Parish Council discussed this and all agreed. 

CLLR MR M VENABLES - Spoke about the Police Authority and asked if the Parish Council had been consulted at any stage on Police Authority matters. The Parish Council had not received any correspondence relating to the Police Authority. Cllr Mr Venables will inform Mrs Venables who sits on the Police Authority.
