Quarley Parish Council Minutes - June 2009

Minutes of the Quarley Parish Council Meeting held on 23rd June 2009 in the Quarley Village Hall at 7.30 pm.

WELCOME. Cllr Mrs Ferguson welcomed everyone to the meeting.

DECLARATION OF INTEREST.
Cllr Mrs Ferguson declared an interest in the Quarley P.C.C.

CHAIRMAN’S REPORT.
Cllr Mrs Ferguson reported on the Parish Council’s year. Repair work has been carried out to some of the roads in the parish and at long last work has started on the A303 underpass to try and sort out the drainage problem, it was felt that muck from the lorries visiting the Earth Line site at Thruxton are not helping the situation, and silt up the drains. Large lorries using Skew Road are causing the road edge and verge to break up, urgent repair is needed.

The Chairman reported that she has received a letter from Amport Parish Council. Further to the meeting held earlier this year Amport PC have now received a response from nearly all the householders that were written to in order to establish how local residents felt about switching from Amport to Quarley.

The voting was 11 to stay in Amport, 10 to move to Quarley and 9 people did not reply, consequently it was felt at the meeting, for the time being at least, it would be sensible to leave the Parish Boundary where it is. The Parish Council thought this fair comment!

FINANCIAL REPORT
The Clerk produced a financial report showing the results for the year 1st April 2008 - 31st March 2009 and the Budget for 2009 - 2010. Each item was explained. The Clerk reported that the Accounts will be sent to the Internal Auditor and then on to District Audit.

MINUTES OF THE PREVIOUS MEETING.
Cllr Mrs Ferguson signed the minutes of the previous meeting as a true record. Matters arising from those minutes :-

WAR MEMORIAL - The Chairman reported that BMG have been asked to quote to replace several of the concrete chain uprights. The uprights have been broken by people sitting on them, a notice will be placed asking them not to do this.

WEEDS IN THE PAVEMENTS IN ETWALL
Cllr Mrs Tubbs reported that the pavements have been resurfaced in Etwall but unfortunately the weeds are already growing through. The Clerk was asked to report this to Testway Housing. Cllr Mrs West felt that the job had not been done properly and that Testway needed to get the contractor back on site.

PLANNING.
There were no new Planning Applications to discuss. The parish Council discussed the recent Planning Application for a Showman’s Site that has been turned down by the planners. A close eye will be kept on this site as it was felt that the applicant may at some time put in another Planning Application or make an appeal.

COUNCILLOR MRS P WEST’S REPORT.
Cllr Mrs West thanked everyone for their support in the recent County Elections and that she was getting back in the swing of things. Cllr Mrs West has been given the same responsibilities with the addition of Fire and Rescue. Hampshire County Council have put further money into roads and an active programme of surface dressing is under way.

COUNCILLORS REPORTS.

CLLR MRS G TUBBS - Reported that the grass verge between the pavement and the road in Etwall is no longer cut and is looking a mess. Cllr Mrs P west thought this unacceptable and suggested that the Parish Council write to Steve Benson pointing out that there is a duty of care and to ask for the verge cutting to be reinstated.

CLLR MRS J FERGUSON - Reported that Grateley are undertaking a Parish Plan and have invited Quarley to join with them. Quarley will have their own section but a joint section on roads and the infrastructure will cover both parishes. The Parish Council thought this a good idea, it was agreed that information will be put on the Notice Board once a way forward has been agreed.

The Clerk reported that Grateley Parish Council plan to have a Public Meeting at which TVBC will be present to advise on producing a Parish Plan, he will keep the Parish Council informed of the date, it is most likely to be in early October.

Cllr Mrs Ferguson reported that she has been approached by several residents asking for Allotments. This will be looked into as a site will need to be identified.
