Quarley Parish Council Minutes - September 2009

Minutes of the Quarley Parish Council Meeting held on 22nd September 2009 in the Quarley Village Hall at 7.30 pm.

WELCOME. Cllr Mrs Ferguson welcomed everyone to the meeting.

DECLARATION OF INTEREST.
Cllr Mrs Ferguson declared an interest in the Quarley P.C.C. and the Planning Application for Thatchway.

MINUTES OF THE PREVIOUS MEETING.
Cllr Mrs Ferguson signed the minutes of the previous meeting as a true record. Matters arising from those minutes :-

WAR MEMORIAL - Replacing the concrete chain uprights around the war Memorial is in hand

WEEDS IN THE PAVEMENTS IN ETWALL - Cllr Mrs Tubbs reported that the weeds are still growing through the pavement in Etwall. The Clerk was asked to report this again to the relevant authority.

Grass cutting in Etwall was also discussed. Cllr Mr Venables has received a complaint from a resident regarding the long grass outside Christopher Court, the local authority seem to have stopped cutting this area. The Clerk was asked to contact Test Valley Borough Council to ask them for their grass cutting schedule for Quarley.

ALLOTMENTS - The Parish Council have been approached by residents asking for allotments. Unfortunately the Parish Council do not own any land. The Clerk will contact TVBC to see if they could assist with some land that could be used for allotments.

ROAD ISSUES - It was reported that the pot holes on the village road verges are getting bigger due to the Grain Lorries visiting Fox Farm. The Clerk was asked to report this to Highways, it will not be long before someone damages their car.

PLANNING.

09/01741/LBWN - Provision of replacement windows - Thatchways, Park Lane, Quarley. The Parish Council SUPPORTED this Planning Application.
It was noted that a previous Planning Application for alterations to Thatchway included new windows on the first floor, this Planning Application is to replace windows that are out of keeping with the rest of the property, installed years ago by the previous owner.
09/01831/TPON - Fell two Thuja Plicata, two Christmas Trees and one Chamaecyparis Lawsoniana - Thatchways, Park lane, Quarley. The Parish Council had NO OBJECTIONS to this Planning Application.
09/01577/FULLN - Conversion of existing two bay garage to form garden room/gym with Guest bedroom and en-suite over - Hill House, Skew Road, Quarley. The Parish Council had NO OBJECTIONS to this Planning Application but suggested that the windows have frosted glass to give privacy over the neighbours garden.
The Chairman spoke about work being carried out in Bush Lane to the Electricity supply, a large transformer has been erected. This was reported to Cllr Mr P Lashbrook who is investigating the issue and has the Planning Team looking into the matter. Cllr Mr Lashbrook will keep the Parish Council informed of any developments.

QUARLEY CHURCH UP-DATE.
Cllr Mrs Ferguson reported that the PCC, The Village, Historic England and the Diocese all agreed that they would like a round tower to house the bells, however the TVBC Planners are not in favour and insist that the new tower must be square.

Cllr Mrs Ferguson reported that the PCC received 102 replies from the 140 sent out to the village asking for views on the new Church Tower. 82 replies were in favour of a round tower and 20 against. The general feeling was that the any tower should not overshadow the Church. Cllr Mrs Ferguson was sorry to report that Desmond Gray has resigned from the Steering Group very disillusioned with the TVBC Planners. The Committee now have to decide the way forward.

COUNCILLORS REPORTS.
CLLR MR W MARSHALL - Reported that the hedge near Quarley Manor on the right hand side towards Grateley is very overgrown and encroaching onto the road. The Clerk was asked to report this to Highways.

The Clerk was asked to also report that ivy is obscuring the road sign on the back road from Grateley.

CORRESPONDENCE.
The Parish Council have been asked to take part in a consultation regarding the Andover Hackney Carriage Licensing. This will be passed around and has to be returned by November.

Cllr Mrs Ferguson reported that the Parish Council have been invited to CAB presentation. Cllr Mrs G Tubbs hoped to attend.

CHEQUES ISSUED IN SEPTEMBER 2009

District Audit Audit Fee £57.50
Mr B Pearce Grass Cutting £80.00
R.N. Waterman ½ Year Wages and Expenses £300.00

 AUDIT
The Clerk reported that District Audit have issued the Audit Certificate for the Accounts dated 1st April 2008 - 31st March 2009 and have raised no issues.

The Clerk will have a full financial report for the Parish Council at the next meeting. The Precept for 2010/2011 will also be discussed.
