Quarley Parish Council Minutes - June 2011

Minutes of the Quarley Parish Council Meeting held on 21st June 2011 in the Quarley Village Hall at 7.30 pm.

WELCOME. Cllr Mr Marshall welcomed everyone to the meeting.

DECLARATION OF INTEREST.
Cllr Miss C Cross declared an interest in Home Farm.

MINUTES OF THE PREVIOUS MEETING.
Cllr Marshall signed the minutes of the previous meeting as a true record. Matters arising from those minutes :- 

WAR MEMORIAL - The Clerk reported that the Parish Council had not been successful with their Grant Application at the April War Memorial Board. The application will be forwarded to the September Board Meeting. 

HIGHWAY ISSUES - The Build up of gravel is still on the last corner before Grateley parish, most of the pot holes have now been repaired with only one or two outstanding. Cllr Mr Ben Few Brown made a note of this and will speak to highways. 

PLANNING
11/01151/LBWN - Internal works to shower/utility room including repositioning of stud wall         and repositioning of loft access - 1 Park Lane, Quarley, Andover. The Parish Council had NO OBJECTION to this Planning Application. 

Cllr Mr M Venables reported that the Secretary of State has turned down the appeal for the Showman’s site. It is hoped that this should be the end of the matter. 

Cllr Mr W Marshall raised the issue of the site for sale in Bush Lane. The 20 Acre site has mains electricity and water and has planning permission for horse and amenity usage, it is believed that the site is now being offered for sale in 4 lots of 5 acres. The Village are concerned that this could end up being another site that could the subject of a Planning Application for a travellers site. 

FINANCIAL REPORT
The Clerk produced a financial report showing the results for the year 1st April 2010 - 31st March 2011 and the Budget for the Year 1st April 2011 - 31st March 2012. Each item was explained. The Precept for 2011/2012 was set in January at £2,250. 

BOROUGH COUNCILLOR MR BEN FEW-BROWN’S REPORT.
Cllr Mr Ben Few-Brown spoke about the closure of the Weyhill Road bridge over the railway. Work to widen the bridge to take the Super Size Freight Trains is to take place, the bridge will be closed for approximately 10 weeks over the Christmas period, diversion routes will be well sign posted. Cllr Mr Ben Few-Brown will keep the Parish Council informed as more detailed timings are released.
 

COUNCILLOR’S REPORTS.
CLLR MRS G TUBBS - Reported that there are now more children in the village and the need for a Play Area has been raised by parents. It has been suggested that part of the field belonging to Test valley Borough Council and leased to Mr S Cross could be used.
 

Cllr Miss C Cross declared an interest and stated that originally her farther had owned the field and was persuaded to sell it to TVBC to build houses. Test Valley Borough Council did not build the houses and the farm has rented the field since its purchase. Cllr Miss Cross stated that her Farther would now like to purchase the land back as the field is used within the farm day to day management.

It has been suggested within the village that the Green could be another possible site. The Parish Council confirmed that they did not own the Green and it was under the jurisdiction of the Village Hall Trustees.

The Old Football Field was another site that was mentioned as open space for the children to run around in would be welcome. 

MEMBER OF THE PUBLIC.
Mr Whiting wished to make the Parish Council aware of a new regulation regarding septic tanks and their maintenance. All septic tanks now have to be registered with the Environment Agency before 2012. Mr Whiting stated that this came to light during the recent purchase of  his property. The matter was raised with Sir George Young who knew nothing of the new regulation and is looking into the matter. 

Cllr Mr Ben Few-Brown knew nothing about this new regulation and will wait for Sir George Young's reply with interest. 

The Parish Council thanked Mr Whiting for bringing this matter to their attention. Mr Whiting stated that he will pass any additional information on to the Parish Council as he receives it.
