Minutes of the Quarley Parish Council Meeting held on 19th March 2013 at Quarley Village Hall at 7.30 pm.

The Chairman welcomed everyone to the meeting.

MINUTES OF THE PREVIOUS MEETING.
The Chairman signed the minutes of the previous meeting as a true record. Matters arising from those minutes :-
 

ROADS - The Parish Council discussed the state of the roads, despite repairs being done in the autumn of 2012 many of the repairs are already breaking up. The Chairman reported that her brother has specialist knowledge on this subject and has emailed a number of technical questions on the specifications used to repair the pot holes to Cllr Mr P Lashbrook. There are two large pot holes by Quarley Manor on the road to Grateley.

Cllr Mr Ben Few Brown stated that he is discussed with the quality of the repairs carried out by the County Council’s Highways Contractor, an issue he has raised with Cllr Mrs P West on many occasions. The state of our roads are a disgrace and all need re-surfacing and issue that every Parish Council brings up at their meetings. Unfortunately there is not the money to do this so inefficient repairs are unacceptable.

The Chairman reported that verge around the sharp corner by the War Memorial is getting worn away, an average of 6 - 9 inches a year, and suggested that a kerb is installed. Cllr Miss C Cross will mention this to the Village Hall Trustees.

The Chairman reported that on several occasions she has witnessed cars and motorbikes driving across the green, kerbing would stop this. This was noted.

Cllr Mr W Marshall mentioned that the gravel on the last corner on the way to Grateley is still there, Highways have never removed it.

The Chairman suggested that another site meeting with Highways is requested so that all the points can be highlighted again. The Parish Council thought this a good idea.

VILLAGE DESIGN STATEMENT.
Mr R Whiting reported that following the suggestions made at the last meeting the VDS Team have produced a revised questionnaire to go out to the village. A copy was passed around and received a more favourable response form the Parish Councillors.

Mr R Whiting stated that the VDS Team will now take the Questionnaire to TVBC for their approval before sending it out to the village. Cllr Mr B Few Brown did not think it was necessary to send the Questionnaire to TVBC and suggested that he spoke to Emma Silverton at TVBC she has recently done an excellent job on the Ward profile. 

Mrs J Venables spoke about her experience of Village Design Statements through sitting on the Test Valley Strategic Partnership.

Mr R Whiting spoke about funding the VDS, Test Valley Borough Council have stated that the grants are no longer available for the cost of putting together a VDS, the village will need to look else where for funding.

Cllr Mr M Venables stated that he was disappointed that he had not been asked to participate in putting together the questionnaire as he had offered his services at the last meeting. Cllr Mr M Venables suggested that the word ‘current’ is added to the size, rural enterprises and roads points on the questionnaire, this will make it a lot clearer. This was noted. 

PLANNING
13/00489/TREEN - Reduce 1 Sycamore and 1 Ash by up to 1.828 metres - Bridge Cottage, Quarley, Andover. The Parish Council had NO OBJECTIONS to this planning application.
CONSIDERATION BY COMMITTEE ON THE 28TH MARCH 2013
12/02788/FULLN - Change of use of Offices to residential ancillary to Quarley Manor House, Quarley Manor Farm, Quarley.

The Chairman reported that the Revised Borough Plan is out for consultation, the plan is available to view on the TVBC Web Site or there is a hard copy that can be passed around. Comments have to be in by the 26th April 2013.

Borough Councillor Mr B Few Brown and the Parish Council discussed the Revised Plan, Quarley is not mentioned and we do not have a village envelope. TVBC class Quarley as rural and under this section there is no permitted development. The Parish Councillors will look at the revised Plan.

PLAY AREA
The Chairman reported that the Village Hall Trustees are happy for the area behind and to the side of the Village Hall to be used for a small play area. For under £1000 two swings could be installed. The area would need to be fenced off for health and safety reasons and to keep dogs out. It is hoped that a grant may be obtained from County Councillor Mrs P West’s devolved budget and possibly a matched funding grant from TVBC.

Cllr Miss Cross stated that a ROSPA report will need to be done and a lease drawn up between the Village Hall and the Parish Council. This was discussed at length and both parties will need to get together to discuss this issue. 

COUNCILLOR’S REPORTS
CLLR MR M VENABLES - reported that he had attended a recent Test Valley Partnership meeting. The Test Valley Resilience Plan was discussed, this is aimed to provide information to help the Emergency Services and suggested that this could be included in the VDS.

Cllr Mr M Venables reported that the Village Neighbourhood Watch co-ordinator would be happy to attend the Parish Council meetings to give a report if the Parish Council wished. The Parish Council thought this a good idea. The Clerk was asked to add this to the Agenda.

Cllr Mr M Venables asked the Parish Council if they would like the new Police and Crime Commissioner to do a presentation at the next meeting? The Parish Council thought this a good idea. Cllr Mr M Venables will see if it can be arranged.

CLLR MRS J FERGUSON - Spoke about the new Wildlife Tool Kit that has been launched and reported that it contains some very useful information.

Cllr Mrs J Ferguson asked if the parish Councillors would be prepared to hold a working party to cut away ivy from the trees behind the telephone box. All offered their services and a date will be organised..
