Quarley Parish Council Minutes - 11th December 2018

Minutes of the Quarley Parish Council Meeting held on Tuesday 11th December 2018 at Quarley Village Hall at 7.30 pm.

WELCOME.
The Chairman welcomed everyone to the meeting.

DECLARATION OF INTEREST
Cllr Mrs J Ferguson declared an interest in Quarley Church.

Cllr Mrs A Thorne declared an interest in Quarley Church.

MINUTES OF THE PREVIOUS MEETING.
The Chairman signed the minutes of the previous meeting as a true record. Matters arising from those minutes: -
 

HIGHWAYS –The Chairman reported that potholes on the road from Quarley towards the A303 have been repaired. It was felt that this must be a temporary repair as they have not been done very well, the surface is better but further work is definitely needed. The Quarley end of Skew Road and Quarley Manor Road has also been repaired but are not perfect and will need additional work. 

SOLAR FARM – The Clerk was pleased to report that the Parish Council received £10,000 in late August from the Solar Farm Company. The parish Council thought this excellent news. 

ETWALL SIGN – Cllr Mrs A Thorne reported that the Etwall Sign has still not been replaced. The Clerk will contact TVBC again. 

TELEPHONE BOX –The telephone box has been removed by BT and the area made good. 

TEST VALLEY COMMUNITY GOVERNANCE REVIEW.
The Chairman reported that Mr H Bone the Senior Solicitor from Test Valley Borough Council has written to the Parish Council. There will be no change to the Parish Boundary. This was discussed at length and it was noted that several of the Amport Parishioners concerned are not happy with the decision.

The Parish Council agreed to put the process behind them and continue with usual business. 

PLANNING.
18/03012/TREEN – Fell Ash and Sycamore – Long Mead House – NO OBJECTION.

FINANCE.
The Chairman reported that the Parish Council have received a grant of £1,000 towards a Play Area from Cllr Mr B Few-Brown’s Councillor Community Fund.

2019/2020 PRECEPT
The Clerk produced a financial report showing the Estimated results for the Year 2018/2019 and the Budget for the Year 2019/2020. Each item was explained. The Parish Council agreed to increase the Precept by £250. The Precept was set at £3,100. Proposed by Cllr W Marshall and seconded by Cllr Mrs J Ferguson. All agreed.

2017/2018 AUDIT
The Clerk reported that PKF Littlejohn the Auditor has signed off the Annual Governance and Accountability Return for the Year 2017/2018

DEFIBRILLATOR.
The Parish Council discussed having a Defibrillator in the village. This would be financed from the Solar Farm Grant. The cost for a defibrillator and cabinet is £1,250.

The Chairman will speak to the Quarley Village Hall to enquire if they would agree to it being sited on the Village Hall. 

PARISH COUNCILLORS REPORTS
CLLR MRS A THORNE – Spoke about the flooding on the road to Grateley. It was felt that the ditches and gullies need attention.
 

CLLR MRS J FERGUSON – Reported that there are also several areas that flood on the Cholderton Road from Cottage Lane to the Cholderton junction. 

The Clerk suggested that this be added to the Lengthsman list of jobs.
