Minutes of the Quarley Parish Council Meeting held on Tuesday 21st January 2020 in Quarley Village Hall at 7.30pm

WELCOME. The Chairman welcomed everyone to the meeting.

DECLARATION OF INTEREST

Cllr Mrs J Ferguson declared an interest in Quarley Church.

 

MINUTES OF THE PREVIOUS MEETING.

The Chairman signed the minutes of the previous meeting as a true record. Matters arising from those minutes: -

 

MIRRORS AT THE ENTRANCE TO SKEW LANE – The Clerk reported that he has ordered the mirrors.

 

LENGTHSMAN – The Lengthsman will be asked to clear the ditch opposite the Green.

 

HIGHWAYS – Cllr Mrs Z Brooks confirmed that she has forwarded the various highway issues to the Hampshire Highways Team. A303 Off Ramp - The junction, slip road in both directions and under the A303 Bridge are in a very bad state and need attention.

Cllr Mrs Z Brooks asked the Chairman to send her photographs and she will escalate this with Highways.

 

FINANCE.

The Parish Clerk produced a balance sheet showing the estimated results for the year 2019/2020 and the budget for the year 2020/2021. Each item was explained. The Parish Council agreed that the Precept would not increase. The Quarley Parish Council Precept for the year 2020/2021 was set at £3,100.

PLANNING

There were no planning applications to discuss.

 

SOLAR FARM GRANT – VILLAGE MEETING.

A village meeting was held on Tuesday 7th January 2020 to discuss how the £10,000 Solar grant is to be spent and present the plans for the proposed play Equipment. The meeting was well attended. The following four items were agreed:

 

1.   2 x benches for the Village Green

2.   Children’s Play Equipment.

3.   Suitable white gates at the entrance to the village.

4.   Placing a Defibrillator on the Village Hall. 

 

The Village Hall Trustees have asked for certain conditions to be met regarding the Children’s Play Area and the Defibrillator. The Chairman and the Clerk will meet with Mr M Hobhouse one of the Village Hall Trustees to discuss these conditions.

The Parish Council will now proceed with applying for additional grants so that all four items can be undertaken.

 

BOROUGH COUNCILLOR MRS M FLOOD

Cllr Mrs M Flood sent in the following report:

 

1.   Contactless car parking payment machines. The machine enables contactless payments as well as card and cash options for users.

2.   New charging points for electric vehicles at eight new locations (18 new electric vehicle charging points) – free to use until March 2020. The new points installed at the Chantry Centre (floor 2A), Shepherds Spring, George Yard, South Street and Borden Gates car parks in Andover.

3.   Chantry Centre public toilets have been totally renovated and the lifts are to undergo a major refurbishment.

4.   From April 2020, shoppers will be able to park for two hours for £1.

 

BOROUGH COUNCILLOR MR D COOLE

Cllr Mr D Coole spoke about the various grants available for the Parish Council’s projects, The Community Bus Service and UNITY giving advice and help to set up a friends group.

 

PARISH COUNCILLORS REPORTS

Cllr Mrs A Thorne reported that the damaged kerb in Etwall has not yet been repaired. Cllr Mrs Z brooks made a note of this and will forward it to Highways.
